SAILING INSTRUCTIONS 4 October 2003
1 RULES The training regatta will be governed by the rules as defined in the current Racing Rules of Sailing. (RRS). The Regatta is classified as a Category C Event in accordance with Regulation 20 - ISAF Advertising Code. The principal purpose of this training regatta is to train NROTC personnel in performance sailing and racing procedures.
2 ENTRIES 2.1 All NROTC Units are eligible to compete; however, the event is intended principally for Southeastern NROTC Units due to geographical considerations. 2.2 Racing is open to Midshipmen, ECP's,and MECEP's who are Navy "Skipper B" qualified. 2.3 Eligible boats/skippers may be entered by completing Unit Entry Form and submitting it with the appropriate fees ($15.00) upon unit check in 4 October 2003 to: 2.4 Each unit may enter up to four Laser I boats per team. There is no limit on the number of teams a unit may enter. Units may enter partial teams but their score will not count toward a unit award but they will be eligible for individual awards.
3 NOTICES TO COMPETITORS Notices to competitors will be posted on the official notice board located on the patio doors of the Navy Jacksonville Yacht Club. 4 SIGNALS MADE ASHORE Signals made ashore will be displayed from the flag pole located at the front of the Navy Jacksonville Yacht Club. If a postponement is signaled ashore, the warning signal will be made not less than 30 minutes after AP is lowered. 5 SCHEDULE
5.1 Saturday 4 OCT 0800 Check-in 0830 Rigging Demonstration 0930 Skippers Meeting 1015 Warning signal (Two races ) 1200 Lunch (in boats) Three races scheduled ----Picnic and awards as soon as possible after last race 5.2 Five races are scheduled.
5.3 Should wind, weather or other conditions make it impossible or imprudent to compete the scheduled number of races, results will be based on the number of races completed. Such termination and decisions regarding results shall be determined by the Race Committee. The display of Code Flag Hotel at the finish of any race means “Racing has ended for the day.”
6 CLASS FLAGS The Class Flag for this event will be Numeral Pennant “one” 7 RACING AREA The training area will be in the St. Johns River between the Buckman Bridge to the south and the Piney Point to the north as depicted on NOAA Chart 11492. 8 COURSES and MARKS
8.1 Courses will be as shown. Courses will be signaled on a white board displayed on the Committee Boat. The letter “W” will signal a Windward Leeward Course and “G” a Gold Cup Course.
8.2 Marks
8.2.1 Marks A, B, and C will be five foot yellow balls. 8.2.2 A new mark laid in accordance with rule 33, CHANGING POSITION OF THE NEXT MARK, will be an orange tetrahedron. 8.2.3 The starting and finishing marks are described in instruction 9, STARTING AND FINISHING.
9 STARTING AND FINISHING 9.1 The Start 9.1.1 Races will be started in accordance with Racing Rule 26. 9.1.2 The starting line will be between an orange flag displayed on the race committee boat at the starboard end and the port end mark (orange ball).
9.2 The Finish - The finish line will be between a orange flag on the race committee boat and shape marking the starboard end of the line (orange ball).
10 TIME LIMIT The time limit for each race will be {45 minutes} for the first boat to finish. Boats finishing more than {15} minutes after the first boat that sails the course finishes will be scored DNF. This changes RRS 35. If a yacht in last place in a race is delaying the next start, the race committee may order the race terminated and score the yacht points equal to last place.
11 PROTESTS
11.1 Protests shall be written on forms available at the Navy Jacksonville Yacht Club. They shall be filed with the Regatta Chairman. Protest time will end one hour after the Race Committee boat docks. Protests will be heard in the approximate order received. 11.2 Protest notices will be posted on the Official Bulletin Board within 10 minutes following the protest time limit. 11.3 "Protest Mediation" may be used - Prior to protest hearing, parties to protests between two or more yachts, where the alleged infringement is of a rule contained in Part 2, are invited to resolve the issues at an informal protest mediation. Participation is entirely voluntary, and is not a pre-condition to participation in a "protest hearing." See provisions in Instruction 12.
12 MEDIATION (rule 63 is changed by the following instructions) 12.l For protests involving an alleged breach of a Part 2 rule, a short mediation hearing shall be held prior to a protest hearing. 12.2 After the written protest form is properly lodged, one representative from each boat will meet with the mediator; no witnesses will be allowed. Protests not resolved by mediation will be lodged with the protest committee. 12.3 A boat that accepts fault at the mediation hearing shall receive a penalty score of 30% of the number of boats entered (rounding 0.5 upward) added to her finishing position, except that she shall not be scored worse than DSQ. The scores of other boats shall not be changed; therefore two boats may receive the same score.
12.4 The mediator is neither the race committee nor the protest committee; therefore, decisions of the mediator cannot be grounds for redress or be appealed.
13 SCORING The Low Point System of Appendix A of the racing rules will apply. All scores will count. One race constitutes a series. When computing NROTC Unit aggregate scores, units entering less than four boats will be scored "DNC" for those boats not entered.
14 TROPHIES Trophies will be awarded to first through third place school and first through third place individuals. Prizes will be awarded at the Navy Jacksonville Yacht Club following the races on 4 October.
