NOTICE OF RACE / SAILING INSTRUCTIONS

RULES 

1           The regatta will be governed by the Racing Rules of Sailing (RRS), the prescriptions of US SAILING, the rules of PHRF (except as altered by the Sailing Instructions), by the Sailing Instructions and the Notice of Race.

ELIGIBILITY

2.1        In the Cruiser class, At least 50% of those on board each boat must be female and the boat must be helmed by a female from the preparatory signal of her class until she finishes.  No male shall touch the helm while racing. In Spinnaker and Non-Spinnaker classes all boats are to be 100% female crew.   

2.2          All boats in the Spinnaker and Non-Spinnaker classes must have a valid First Coast Sailing Association PHRF rating.  Boats sailing in the Cruiser class are encouraged to have a valid PHRF rating, but upon registration may obtain an uncontestable temporary WSS rating for the Women’s Sailing Series.  In order to obtain a temporary rating, you must register for the race and notify the race committee of your intent to obtain a temporary rating no later than Friday, September 6, 2002.  You must include a complete description of your boat, sails, and prop along with your race registration.

2.3                All boats shall have their sail numbers on the mainsail, spinnakers, and each headsail having a LP measurement exceeding 130% of the base of the foretriangle.  A boat’s sail number is the number allotted to her by US Sailing, by her class, or her hull number. 

REGISTRATION & ENTRY FEE

3.1        Participants are encouraged to register in advance by completing the registration form and sending it with the appropriate fee to:  NFCC Race Captain, Craig Marlowe, 1628 Shirl Lane, Jacksonville, FL  32207

3.2        Registration may also be completed at the party on Friday, Sept 6 or during Registration on the day of the race (Sept 7, 10am-12pm) at Rudder Club.  (EXCEPT FOR BOATS WITHOUT A VALID PHRF CERTIFICATE see 2.2)  

3.3        The entry fee is $20.   Checks should be made payable to North Florida Cruising Club.

 CLASSES

4.1        The fleet will be divided into PHRF Spinnaker, PHRF Non-Spinnaker, and CRUISER classes.  These classes may be further divided if entries permit.  A class will be eliminated if fewer than two boats register. 

4.2        All boats sailing with a co-ed crew will sail in the CRUISER class. 

4.3        Spinnakers are allowed in the PHRF-Spinnaker class only.

NOTICES TO COMPETITORS / CHANGES IN SAILING INSTRUCTIONS

6          Notices to competitors and changes to the sailing instructions will be posted at the Competitors Meeting on the day of the race.

SIGNALS MADE ASHORE

7.1        Signals made ashore will be displayed from the flag pole.

7.2        Flag AP with two sound signals (one when lowered) means ‘The race is postponed.’  The warning signal will be made not less than 30 minutes after AP is lowered.

CLASS FLAGS

8          Class flags will be assigned at the Competitors Meeting.

 RACING AREA AND COURSE

9.1        The racing area will be in the St. Johns River between the Buckman Bridge to the south and Channel Marker 1 to the north as depicted on NOAA Chart 11492.

9.2        The course will be displayed on the race committee signal boat and will indicate the marks to be rounded, the order in which they are to be passed, and the side on which each mark is to be left.

MARKS

10         Marks may be government marks, FCSA race marks, and/or orange tetrahedrons.  A mark set to windward of the starting line as a windward mark will be designated “W”.  Other balls or tetrahedrons set as marks of the course will be designated with letters from near the end of the alphabet to avoid confusion with FCSA marks.

THE START

11.1         The start line will be between an orange flag on the race committee signal boat at the starboard end and the port-end starting mark.

11.2       The race will be started using rule 26 with the warning signal given five minutes before the starting signal.  The warning signal for each succeeding class will be made after the starting signal of the preceeding class. 

11.3       The order of start will be announced at the Competitors Meeting.  

11.4       Boats whose warning signal has not been made shall avoid the starting area.  

11.5       Recalls will be made in accordance with Rule 29.

CHANGE OF COURSE AFTER THE START

12                  To change the position of the next mark, the race committee will move the original mark to a new position.  The  change will be signalled before the leading boat has begun the leg, although the new mark may not yet be in the new position.  A race committee boat near the mark beginning the leg being changed will display flag “C” and a compass course to the new mark with a repetitive sound signal. 

THE FINISH

13         The finishing line will be the same as the starting line.  

 

TIME LIMIT

14         The time limit will be four hours for each class.  Boats failing to finish within thirty (30) minutes, plus the difference in handicap, after the first boat in its class finishes or within the time limit, whichever elaspes first, will be scored DNF.  This changes rules 35 and A4.1. 

PROTESTS

15.1       A boat intending to protest shall do so in accordance with Part 5, Section A of the rules.

15.2       Protests forms are available from NFCC Race Committee.  Protests shall be delivered to the Race Committee within thirty (15) minutes after the race committee boat has docked and made a noise signal (horn).        

SCORING THE RACE

16.1       PHRF time allowances will be calculated using PHRF handicaps as shown on the entry list and the distance assigned to the race and applied to the finishing time.

16.2       Each boat starting and finishing in a race, and not thereafter retiring or being disqualified, will be scored points equal to her corrected finish in class.  The lowest score wins.

16.3       Boats not so scored that came to the starting area will be scored points, one more than the number of boats in her class that came to the starting area.  (DNS, OCS, DNF, DSQ, RET)

16.4       Results will be forwarded to the Northeast Florida Women’s Sailing Network for inclusion in series scoring.

PRIZES  

17.1       First , second and third place prizes will be awarded in classes of 5 or more entered boats.

            First and second place prizes will be awarded in classes of 4 entered boats.

            First place prize will be awarded in classes of 3 or less entered boats. 

17.2       The Henrietta Jefferies Perpetual Trophy will be awarded to the First Boat in Fleet on corrected time.

DOCKING

            Docking may be available on a space available basis beginning Friday September 6, 2002.
