NOTICE OF RACE AND SAILING INSTRUCTIONS

ST. AUGUSTINE RACE

MAY 24, 2003

DATE & PLACE:            Saturday, May 24, 2003, approximately ½ mile south of St. Johns River Entrance Marker     "G-3" off Mayport, Florida. 

REGISTRATION:     The St. Augustine Race entry form must be completed in full and accepted by the Race Committee no later than 2200 hrs May 23, 2003. Applications will be accepted over the phone numbers listed below.   The Race Committee assumes no responsibility for delivery of entries submitted by mail.  Entries will also be accepted at the NFCC General Meeting, Thursday, May 15th,  at the Florida Tackle and Gun Club.   

ENTRY FEE:                 $25.00 for NFCC members, $35.00 for Non-members.

                                         (Non-members $25.00 with current US Sailing card)

ELIGIBILITY:             All yachts must have a valid PHRF certificate from the First Coast Sailing Association (FCSA).  (PHRF Club Handicapper is Bubba Futch.)  A yacht participating in the Spinnaker or Non-Spinnaker Racing Division must have her sail number on the mainsails, spinnakers, and all headsails with a LP exceeding 130%.  Her sail numbers are those allotted to her by US Sailing, her class, or her hull number.   A yacht sailing in the PHRF Cruiser Division must have an identifying sail number on her mainsail.

Yachts that do not have a current PHRF rating assigned by the First Coast Sailing Association (FCSA) may obtain a rating ($25.00 one-time fee) or may renew their rating on the day of the race.

DIVISIONS:                PHRF Spinnaker, PHRF Non-Spinnaker, and PHRF Cruiser

Divisions will be further divided into classes if possible.

MANAGEMENT:      This race will be under the management of the North Florida Cruising Club, which is also the organizing authority.

RACING RULES:            The Regatta will be governed by the Racing Rules of Sailing (RRS),  the prescriptions of US Sailing, the rules of the First Coast Sailing Association (FCSA), and these sailing instructions.

CHANGES:                 Changes in these sailing instructions will be announced at 8:30AM on VHF CH 68, and the Race Committee will display Code Flag “L”.

MEETING:                  THERE WILL BE NO SKIPPER'S MEETING.

CHECK-IN:                 All yachts must check-in via VHF CH 68 or by sailing within hail of the Committee Boat before 8:40AM

COURSE:                   Spinnaker and Non-Spinnaker Divisions:  Start between the Race Committee boat and our dropped mark.  Proceed easterly approximately 104 degrees mag. to St. Johns Sea Buoy RW "STJ", leaving it to starboard.  Proceed southerly approximately 177 degrees mag. to finish between the Race Committee boat and RW "STA" at St. Augustine.

                                    Cruiser Division: Start between the Race Committee boat and our dropped mark.  Proceed southerly approximately 176 degrees mag. to finish between the Race Committee boat and RW "STA" at St. Augustine.

START:                       The start of the PHRF Spinnaker and Non-Spinnaker Divisions will be at approximately 9:00 AM with the warning signal at 8:55 AM.  Races will be started in accordance with Rule 26.  The warning signal for the Cruiser Division will be made after the starting signal of the preceding class.  The Spinnaker and Non-Spinnaker Classes flag will be a Red flag.  The Class flag for the Cruiser Class will be a Yellow flag.  All yachts must cross the starting line within one hour of their start time or will be scored DNS. 

FINISH:                       Finish in a southerly direction between the St. Augustine RW "STA" and the Race Committee boat.  In the event the Race Committee boat is not on station, all yachts should record their own finish time when RW "STA" is within 100 feet and bears 270 degrees and record the finish time of the next yacht to finish.  Turn times and names into the Race Committee.  All yachts not finishing by 5:30 PM will be scored DNF.  The Race Committee will attempt to be on station until 5:30 PM, conditions permitting.                  

SIGNALS:                   Course changes, modifications, postponements, and other visual signals will be in accordance with RRS. Race Committee will broadcast a time check at least 3 times between 8:15am and 8:35 on VHF 68. 6 short blasts on a horn will be made approximately 1 minute before the class warning signal.

PENALTIES:              The 720 degrees turn penalty will apply. Any yacht that exonerates herself from a minor foul in this manner shall notify the Race-Committee of such action at the finish line.

PROTESTS:              All protests must be submitted in writing to the Race Committee after the race within one hour following the horn signal made upon arrival of the Race Committee boat at the City Marina dock.  Notice of protest must also be given immediately after finishing by hail, and acknowledged by the Race Committee. There will be a protest filing fee of $20.00, which will be returned if the protest is upheld.

POST-RACE:             Race results will be provided as soon as possible after the race.  Awards presentation will be at the NFCC General Meeting, Thursday, June 29th, 7:30 PM at the Florida Tackle and Gun Club.
