NOTICE
OF RACE AND SAILING INSTRUCTIONS

DATE & PLACE:
Saturday, March 15, 2003, at one half mile north of the St. Johns River
Entrance Marker "R-4" off
Mayport, Florida.
REGISTRATION:
The standard race entry form must be completed in full and filed with the
Race Committee no later than Friday, March 14, 2003.
The Race Committee assumes no responsibility for delivery of entries
submitted by mail.
ENTRY FEE:
$25.00 for NFCC members, $35.00 for Non-members.
(Non-members $30.00 with current US Sailing card)
ELIGIBILITY:
All
yachts must have a valid PHRF certificate from the First Coast Sailing
Association (FCSA). A
yacht participating in the Spinnaker or Non-Spinnaker Racing Division must have
her sail number on the mainsails, spinnakers, and all headsails with a LP
exceeding 130%. Her sail numbers
are those allotted to her by US Sailing, her class, or her hull number.
This shall be considered "adequate opportunity" as required by
IYRR rule 25.2. A yacht sailing in the PHRF Cruiser Division must have an
identifying sail number on her mainsail.
Yachts that
do not have a current PHRF rating assigned by the First Coast Sailing
Association (FCSA) may obtain a rating ($25.00 one-time fee) by contacting
either Bill Luebker or Bubba Futch at any time prior to close of registration,
including the NFCC General Meeting on March 15th.
DIVISIONS:
PHRF Spinnaker, PHRF Non-Spinnaker, and PHRF Cruiser
Divisions
will be further divided into classes if possible.
MANAGEMENT:
This race will be under the management of the North Florida Cruising
Club, which is also the organizing authority.
RACING RULES:
The Regatta will be governed by the Racing Rules of Sailing (RRS), the
prescriptions of US Sailing, the rules of the First Coast Sailing Association
(FCSA), and these sailing instructions.
CHANGES:
Changes in these sailing instructions will be announced at 8:30AM on VHF
CH 68, and the Race Committee will display Code Flag “L”.
MEETING:
THERE WILL BE NO SKIPPER'S MEETING.
CHECK-IN:
All yachts must check-in via VHF CH 68 or by sailing within hail of the
Committee Boat before 8:40AM.
COURSE:
Spinnaker Division:
Start between the Race Committee boat and our dropped mark.
Proceed easterly approximately 104 degrees mag. to St. Johns Sea Buoy RW
"STJ", leaving it to port. Proceed
northerly approximately 342 degrees mag. to
Nassau Sound N "6A", leaving it to starboard.
Proceed northerly approximately 0 degrees mag. to finish between the Race
Committee boat and St. Mary's G "19" at Fernandina.
Non-Spinnaker
and Cruiser Division: Start between the Race Committee boat and our dropped
mark. Proceed northerly
approximately 356 degrees mag. to finish between the Race Committee boat and St.
Mary's G "19" at Fernandina.
START:
Races will be started in accordance with Rule 26.
The warning signal for each succeeding class will be made after the
starting signal of the preceding class. The
Spinnaker Class flag will be a gray flag with the letter “S” on the flag.
The Class flag for the Non-spinnaker and Cruiser Classes will be a light
green flag with letters “NS” on the flag.
The start of the PHRF Spinnaker Division will be at approximately 9:00 AM
with the warning signal at 8:55 AM. The PHRF Non-Spinnaker and PHRF Cruiser
Divisions will start together at approximately 9:05 AM.
All yachts must cross the starting line within 30 minutes of their start
time or will be scored DNS.
RECALLS:
Individual Recall will be in accordance with Rule 29.2, and General
Recall will be in accordance with Rule 29.3.
SIGNALS:
Course changes, modifications, postponements, and other visual signals
will be in accordance with RRS.
PENALTIES:
The 720 degrees turns penalty, Appendix B1 section 1, will apply. Any
yacht that exonerates herself from a minor foul in this manner shall notify the
Race-Committee of such action at the finish line.
PROTESTS:
All protests must be submitted in writing to the Race Committee after the
race within 2 hours following the horn signal made upon arrival of the Race
Committee boat at the dock. Notice
of protest must also be given immediately after finishing by hail, and
acknowledged by the Race Committee. There will be a protest filing fee of
$20.00, which will be returned if the protest is upheld.
POST-RACE:
Race
results will be provided as soon as possible after the race.
Awards presentation will be at the NFCC General Meeting, Thursday, April
17th, 7:30 PM at the Florida Gun and tackle Club.
NOTICE TO ALL:
All boats docking overnight at Mayport Marine MUST
pay dockage fee, even if rafting out. Any
boat in violation of this notice will be scored DSQ.
Save your receipts just in case.
